This two-part webinar series is designed specifically for economic development practitioners seeking to strengthen their understanding of Michigan’s brownfield framework under Public Act 381. Participants will gain clarity on the value of a Brownfield Redevelopment Authority (BRA), how tax increment financing (TIF) tools function across state agencies, what makes a Brownfield Plan viable, and how to successfully navigate Work Plan approvals and long-term compliance. The sessions are structured to provide high-level guidance with practical insight drawn from real-world municipal implementation experience.

Her work focuses on aligning redevelopment finance tools with community goals, particularly in the areas of attainable housing, site readiness, and strategic tax increment financing. Samantha has supported the preparation and implementation of Brownfield Plans and Act 381 Work Plans across a range of communities, helping local governments navigate complex statutory requirements while advancing meaningful private investment. She is actively involved with the Michigan Economic Developers Association Emerging Leaders Committee and has contributed to advancing housing-focused brownfield practices statewide.
