This two-part webinar series is designed specifically for economic development practitioners seeking to strengthen their understanding of Michigan’s brownfield framework under Public Act 381. Participants will gain clarity on the value of a Brownfield Redevelopment Authority (BRA), how tax increment financing (TIF) tools function across state agencies, what makes a Brownfield Plan viable, and how to successfully navigate Work Plan approvals and long-term compliance. The sessions are structured to provide high-level guidance with practical insight drawn from real-world municipal implementation experience.

Brownfield Plans, Act 381 Work Plans & Long-Term Compliance

From drafting a Brownfield Plan to managing reimbursement and compliance, what practitioners need to know to implement successfully.

Part II moves from strategy into implementation. This session walks through the core components of a Brownfield Plan, what differentiates a Plan from a Work Plan, and how to prepare for state-level review.

We will discuss the structure of an Act 381 Work Plan at a high level, the importance of documenting eligible activities, and practical considerations when navigating approvals. The session concludes with an overview of ongoing compliance responsibilities, reporting expectations, and long-term administrative management of active plans. Participants will leave with a practical understanding of how to move a brownfield project from approval to reimbursement while maintaining compliance and protecting public interests.

Samantha serves as an Economic Development Manager with Fleis & VandenBrink, where she specializes in brownfield redevelopment, housing TIF, and municipal incentive strategy throughout Michigan.  Her work focuses on aligning redevelopment finance tools with community goals, particularly in the areas of attainable housing, site readiness, and strategic tax increment financing. Samantha has supported the preparation and implementation of Brownfield Plans and Act 381 Work Plans across a range of communities, helping local governments navigate complex statutory requirements while advancing meaningful private investment. She is actively involved with the Michigan Economic Developers Association Emerging Leaders Committee and has contributed to advancing housing-focused brownfield practices statewide. Samantha’s approach emphasizes strategic clarity, statutory compliance, and long-term community impact.
